Bank Risk Screener
US Banks Ranked by Construction Loan Concentration
Construction loans — the financing for projects not yet generating rental income — are the highest-loss-severity sub-segment of commercial real estate. The 2006 Interagency Guidance flags banks with construction loans exceeding 100% of total risk-based capital for heightened supervisory attention. Most US bank failures since 1980 with a CRE component have involved heavy construction-loan exposure: the 1990s S&L crisis, the 2008–2011 wave of failures, and several 2023–24 community-bank failures all featured banks concentrated in construction lending. This page ranks every FDIC-insured US commercial bank by construction-to-capital ratio.

Methodology
Computed as construction_loans / total_equity × 100 from the most-recent call report filing. Note that total risk-based capital (the regulatory denominator) typically runs slightly above total equity for most banks; the 100% supervisory threshold uses RBC and this screener uses equity, so values here are typically modestly higher than the supervisory metric. Excludes banks with no construction loans on file.
Source authority: FFIEC Call Report Schedule RC-C item 1.a (construction, land development, and other land loans) divided by total risk-based capital. The 100% threshold derives from the 2006 Interagency Guidance on CRE concentrations, where construction is identified as the highest-loss-severity CRE sub-segment.
Frequently asked
Why is construction loan concentration the most-watched CRE metric?
Construction loans finance projects that are not yet generating operating cash flow — repayment depends on the borrower's ability to complete the project AND lease or sell the finished property. When demand drops or rates rise, both can fail. Historical loss severities on stressed construction loans (40–60% of par) run double those on stabilized commercial properties, which is why supervisors treat them as a separate concentration category.
What did the 2006 Interagency Guidance say about construction loans?
The guidance flagged construction-loan concentrations above 100% of total risk-based capital as a supervisory trigger. Banks crossing this threshold are expected to demonstrate enhanced underwriting standards, stronger portfolio-level stress testing, and senior-management oversight commensurate with the heightened credit risk.
Are there safe ways to run high construction concentration?
Yes — community banks in growing metros with sophisticated construction-lending teams, deep market knowledge, conservative loan-to-cost ratios, and granular project diversification can operate well above 100% safely. The supervisory expectation isn't to avoid concentration; it's to match concentration with infrastructure that justifies it.
