Commercial real estate (CRE) concentration is the single most-watched credit-risk signal at US community banks. The 2006 Interagency Guidance flags institutions with CRE loans exceeding 300% of total risk-based capital — combined with significant growth — for heightened supervisory attention. Above 300% does not mean a bank is unsafe; it means examiners will scrutinize the underwriting, the concentration of exposure within CRE sub-asset-classes, and the bank's ability to absorb stress on those exposures. Ranks the most-recent FFIEC call report filing for every active FDIC-insured commercial bank. Excludes banks with no CRE loans on record or with capital data missing. Refreshed quarterly within 48 hours of FFIEC release.

Source authority: FFIEC Call Report Schedule RC-C (loan portfolio) and Schedule RC (capital). Concentration is computed as total commercial real-estate loans divided by total risk-based capital — the same definition the OCC, FDIC, and Federal Reserve use in their joint Interagency Guidance on Concentrations in Commercial Real Estate Lending (2006).

What CRE concentration triggers supervisory attention?

The 2006 Interagency Guidance flags two conditions in combination: (1) total construction, land development, and other land loans exceed 100% of capital, AND (2) total commercial real estate loans exceed 300% of capital with growth of 50% or more in the prior 36 months. Crossing either threshold alone doesn't automatically trigger enforcement, but examiners will probe underwriting standards, portfolio diversification, and stress-testing rigor.

Is high CRE concentration unsafe?

Not by itself. A bank with strong underwriting, granular property diversification, conservative loan-to-value ratios, and robust stress-testing can run high concentration safely. The supervisory concern is concentration without the corresponding risk-management infrastructure. Several large community banks operate well above 300% CRE-to-capital and are rated highly on CAMELS.

Why does this matter for depositors and investors?

CRE has been the loss leader in every post-1980 US banking crisis. When CRE values fall sharply (1989–92 S&L crisis; 2008–11 GFC; 2023–25 office-loan reckoning), banks with concentrated CRE books absorb the losses first. Understanding a specific bank's CRE concentration is the single highest-signal credit-quality datapoint available from public regulatory filings.
